They were a streaming service that later released a console, but you could use the service on any system with an internet connection and a screen. On that service, games could be rented for limited time, or pay a subscription.

What do you mean the games are only rented? As far as I’m aware, the OUYA takes advantage of the Google Play store, where game purchases are retained and can be used on multiple devices. It’ll also have its own store, but once the content is purchased, it’s yours. This is no different than purchasing a game off of Xbox Live Arcade.
